"On time" means at exactly the right time or the scheduled time.

This flight's usually on time but yesterday it was 10 minutes late.


"In time" means early or soon enough.

I arrived home just in time to close the windows before it started to rain.


"High time" means the appropriate time or passed the appropriate time. It suggests that something should have been done long before now.

Your room is a mess. It's high time you picked up your room.
